I just won a bid on an item from a seller and had already won 3 other items. I want to combine shipment and cannot pay what it would cost right now, which is $23 total shipping. What should I do if the seller never responds? Like, what if the deadline passes and I cannot pay a total of $34 and there’s no updated invoice for an amount that I can pay?

You have exactly one hour from purchase to request a cancellation.
Understand the seller is not required to cancel.
What gives you the impression that your seller will give you a discount on shipping?
Combined shipping doesn't mean there's a discount involved. It just means everything gets shipped together.

Did you communicate with seller regarding combined shipping on multiple orders? If so, what did he say? If not, then why are you assuming that he will discount/combine shipping? Communication is key. As mentioned above, you have one hour prior to request cancellation, but sellers is not required to honor.

Not all sellers offer a reduced shipping rate for combined shipping. And so you know, they aren't obligated to do so.
The way I handle it (as a seller) when a buyer purchases multiple items and requests combined shipping is to let them know my reduction amount and issue a refund of that amount on one of the payments. Then, when I purchase the shipping label for one of the items, I add the tracking number to the second order to show that they were shipped together.
If they don't respond to your request for combined shipping or if they respond that they don't combine, let them know you want the items shipped separately.
