Item found by USPS and is on way to delivery after eBay refunded the buyer. How do I get my money for the item now?

eBay has contacted me and they are firm in getting me the payment. With the current pandemic status mail seems to be slowing down again. USPS says three days on Priority but it's usually 6-7. Posted the item 8/13 and it just now (9/5) is one stop away from buyers PO. May have gotten caught in the Tennessee flooding in August and is now on its way to Florida.

How did Ebay contact you? Did you initiate the contact and they responded? What you describe is NOT anything Ebay EVER does or has done in the past. Ebay has NO ABILITY to get the buyer to pay you for the item. NONE.
We have been in this pandemic for 18 months, the slowness of carriers isn't a new subject.
Now I caution you on how you handle this as it is important to remember that your buyer has done nothing wrong and after all this time you should not even suggest you can force a buyer to pay for a darn thing.
When the item finally gets delivered to your buyer and the tracking confirms that. You then put your Customer Service hat on and email your buyer. Let them know POLITELY that you are aware that the package has been delivered. The give them a couple options. Let them know that at this late date they may not be in need of the item any longer, so if they do not want to keep the item, just right Return to Sender on the package and stick it back in the mail.
If they do want to keep the item, ask them to give you their email address. You will then send them an invoice through PayPal in the exact amount of their original purchase for them to pay from. Make sure they understand it will be an invoice from PayPal.
There is no way in Ebay to do this. And judging from what you wrote above you weren't talking with a real Ebay CSR or they misunderstood what you were telling them.
