Scammer Cancels order and doesnt refund the money, 10 days have gone by now....

I bought a 150$ item from a scammer on 12/13/20 who canceled the order 3 days later on the 16th, its the 26th now and opening the case that says "take action" I get:

Did you pay for this order and receive a refund?
  • I didn't pay for this order
  • I paid for this order, and I received a refund
 
Tell us when you received a refund:
ITS BEEN 10 DAYS, WHAT THE HECK EBAY? No refund was received!! Why have I had to wait so long, I don't know what to do! Why does ebay advertise as worry free if the system is so flaw? I've been opening this take action case many times waiting to do so but can't, just have to close the page and come back to it again and again, no action can I take here with the options you've given me! The next step is calling the bank I suppose! Great job Ebay!

How did you pay? When you mention your bank, it sounds like you use a debit or credit card.  Is that correct? I am assuming that you have been checking your bank account or credit card statement online to see if the refund has showed up right?

Don't worry about the "take action" thing, that's eBay checking up on the seller to confirm that they refunded or not. Just leave it alone for now.

Refunds on credit cards can take up to 10 business days to reach your account, sometimes longer.  I'd give it until nest week and then contact your bank.

I used paypal, and it had said refund pending for a few days but then it ended up getting crossed out and never went through.

Resolved, opened up never received my item case and was refunded full amount.

I can't be 100% sure, but it sounds like the seller didn't have enough funds in their PayPal to cover the entire amount, so the seller's refund transaction was "Declined" by PP.
