So my account got restricted and ebay informed that my account will be restricted forever and i will only be able to buy stuff. So there is 219 $ on my payout when will it be released ?

Why was your account restricted?  Was it because you were drop-shipping?

I suppose (without intervention) it'll be moved to your state's Unclaimed Property Department after a time.

ebay won’t reply to my emails this isn’t fair !!

Yes I did dropshipping and my account even became a top rated seller and I don’t know any reason for this. 

Is there a possible way to get my account back to selling? pls help me if possible?

Drop shipping from China has caused a lot of sellers in your country  issues.

6 negatives in 6 months and drop shipping has caused the removal of your account.

To sell you need to have your inventory not buy from China and send.

You are in another country and I have no idea when your money will be released to you. 

Usually it is 30 - 60 days so eBay can make sure all issues with your selling are covered.

There is no reason to respond to you, they are no longer interested in you as a seller and are not going to waste resources on a lost cause.

Since Sri Lanka has only been able to legally sell for a couple months, your account should have been suspended long ago.
