Regarding account restriction

Most of time eBay accounts restrict or got suspend. I need to know the reason for that ?

^^^ That's a mighty broad statement and isn't necessarily true. In short, accounts that get restricted or suspended aren't following all of eBay's rules.

Was your account suspended?  Have you had a prior account that was suspended? There is always a reason, especially if you are not following ebays rules and policies.  We see it here a lot.  People who are selling things that are not only prohibited by Ebay, but customs as well.  Creating another account or ID name won't help.  That account will be suspended as well.

Maybe but he isn't even in the USA.  He's from Sri Lanka.

I'm glad that's  not happening to you. You can avoid that by listing items that are not against policy, avoid dropshipping and don't  say you accept Payoneer for payments.

For example, due to US import policy it's against policy to sell plants and seeds.  

Many sellers use dropshipping from China and it is well known that's the Counterfeit capital of the world. I've seen many new  Sri Lankan sellers list named brand items that are fake. That will get you suspended from selling.  

Although Sri Lankans are  required to have a Payoneer account to receive the buyer's payout  a buyer is not allowed to pay with Payoneer.  I see please pay with Payoneer in many listings, and if those listings are reported the seller can get suspended for fee avoidance. 

I'm happy you're asking this question because it shows you want to sell but maybe hesitant because many Sri Lankans who sold are no longer registered.
