If you make a partial refund to a buyer, refund HALF the amount. The 2 times I have done this, Ebay refunded twice. Customer service said there is nothing they can do. They could care less

Are you doing the partial refunds through eBay?

AFAIK only TRS sellers can refund half if they offer Returns, and eBay funds the rest to the buyer.

Or was this a partial refund so the buyer could keep your item?

If so, contact eBay on Facebook is most likely the best way to get help with this.
