What is the protocol for refunding the cost of postage for an item was damaged in shipping?
I have refunded a customer in full for the item she purchased that was delivered broken. I filed a claim with USPS and still awaiting for a final determination. While the post office will refund me for the item they do not refund the cost to ship it. Am I obligated to refund the shipping cost to the customer even though I won't be reimbursed?

If you did not refund the postage that the buyer paid........................ you did not refund the buyer in full !!!!!!
Buyer should be made whole.

Yes, the buyer gets a refund of 100% of what they paid you.
