The buyer opens the case that regarding the item not being received and he wants to refund his money. but I couldn't pay the buyer. because my Paypal account money is Zero. can you give me a suggestion on what can I DO??

You're in Managed Payments so you don't deal with Pay Pal.

Return to the case and click refund.

You are in a different country, one in which PayPal is not legal for you to use as a seller.  Your refund to your buyer would be processed from whatever source you received the payment from the buyer.
