Dear Community.
Last April 220 2022 I made the Order Number : ., and arrived highly demaged. The seller told the only way to get a refund is starting a RETURN. Let me tell you, if I return the item I would have to spend more money than the product itself. I proceed to OPEN A CASE through Resolution Center, but PayPal declined. What should I do now? I need my money back. Pls help. Thanks.

You have to file a not as described case. If there is a choice of shipping damage, you can check that box. On your my ebay page next to the item, click the box return this item. Then choose the reasons I already gave. The seller will have to pay it's return if they want it back.

ALL buyers need to familiarize themselves with eBay's Money Back Guarantee and it's in the buyer's best interest to use it in a timely manner.
You had 30 days past the arrival of that item to open an item not as described case with eBay. Your seller would have been required to send you a prepaid return label, so you would not have had to pay to return it.
If you opened an item not as described case with eBay, did you or did you not return to the case after 96 hours and request eBay to step in?
Unfortunately, if you chose to open a case with Paypal instead, eBay will have nothing further to do with it.
But you had 180 days to open a case with Paypal, so hard to understand why Paypal would have rejected the case.
Last resort is opening a charge back with your credit card.

Unfortunately, if the buyer opened a case with Paypal, his chance to open a case with eBay is gone.
