Can anyone explain how it is that one can purchase an item, have item shipped to address on file, have tracking show as delivered over 5 days ago, and then buyer claims does not recognize the charge, gets money back, and keeps the item? Yes I was protected by ebay seller protection but seems to me this is wide open for easy fraud and for one to buy a bigger ticket item and then claim "doesn't recognize the charge." That was exact reason given. So you received an item you didn't order and instead of marking return to sender you keep item and claim don't recognize the charge?

It is illegal to mark Return to sender an item received which you don't recognize.
But there will be many suggestions how to circumvent this law.
Just to add some information. Others have already told you it is NOT illegal to write Return to sender on an unopened package or envelope. I personally have done it for many years.
However to keep a package that you know is not yours is call Mail Fraud and that is a FEDERAL crime.

I get emails before they look to my bank account to cover something. They send it a few days before they look to my bank to cover it. If in between my Mp gets enough in it to cover the expense, they never dip into my checking account.

I've never heard of that one "Its illegal to mark a package Return to Sender if you do not recognize it"

Correct method is mark it "Not for this address"..... what the shipper does with it is their problem after that.
