Not the problem. It was was and item i tried to refund as ebay was going back to the old way when ebay and paypal where same company. They where setting up to take payment through them. Was not complete. I contacted by phone ebay at least 5 times and paypal at least 2 times. Ebay kept giving error message as i dont think they had completed install. And paypal was not handling it anymore. Then all of a sudden that items jumps up on seller performance as no resolution. .82 off. I have been in contact with ebay, from the day i couldnt refund Oct last year till today. Just run around. Im not responsible for them not having their program in and getting error message, nor am i responsible for paypal not dealing with it anymore. I had two other problems in last year about refunds that paypal worked through. The only answer i get from ebay is it is to late to be review. Well it was to late to be review from the day it was used on my performance review. 6 months of run around, its effect higher payments for me and also restricted from selling somethings./ i have been doing this for over 10 years. No look at my feedback no nothing. They just dont or wont admit to me there where problems and should be reviewed because of it. Run around run around I dont trust them at this point to do anything even as their own rules say. And of course they took all there help to online, cant really get a real person
