What does this mean when I pay via PAYPAL for all purchases? I realized we are forced to give a secondary financial backup, but I have no intension of having my CC billed for purchases?

What it means is that yes, your credit card will be 'billed' 'used' etc. for any AUCTIONS that you place a Bid on (in case you win it) or any Offers you send to sellers (if accepted, that card is charged).
I don't believe it is used for BIN (Immediate Payment or not as set up by the seller); there you can 'choose' how you want to pay.
But again, yes, you cannot use PP to pay for 'offers' or 'auctions' any further.
I also believe this is PAST the test phase and is now permanent, and its solely up to the seller to go into their preferences and UNCHECK what has been added/checked for them- to require this for their items.

We are all mostly figuring out what eBay is up to by reading what members are posting in the Community.
I also only pay with PayPal … and that is the only payment method I have linked to eBay. [However, I am I NOT afraid to have my credit card info filed on many other venues … as I know I am fully protected by our government if the info gets compromised.]
That said, if you want to avoid adding your CC info on eBay … there seems to be a workaround:
Put the item on your Watchlist … and see if the seller sends you an offer. You can then make a Counteroffer without including payment info. [Make sure your Communication Preferences allow for offers.]
Asking the seller to put you on their ‘Exemption List’ will NOT exempt you from having to provide payment info currently. The seller would have to ‘uncheck the box’ for everyone to allow that.

I thought that the Exemption List would cover buyers across the board. Is that not true? 🤔

The question was addressed on the Mentor Board recently (last week) … and this is what we were told by an ‘@eBay person’.
Requiring prepayment info on offers & bids apparently is exempted from the Exemption List for Buyer Requirements. 🙄 [Maybe it’s because it’s still in the testing phase. Just guessing on that.]

I reading the replies here, it appears to only applies to offers and bids. That being said, if I only use fixed price with immediate payment my CC will not be charged, and I can use PAYPAL.
The less of the 2 evils is if I remove my CC than payments default to my BANK ACCOUNT, and that is much WORSE. I do not want eBay having the ability to take $$ from my bank account as may sources feed into that.
Managed Payments have been forced on sellers, and now they want the ability to charge my CC if I make an offer or bid on an item NO NO NO

I do not like that. I do not want to use my credit card for purchases. I have a debit card used for purchases.

Therefore, I am sure you will agree allowing eBay is access your bank account for this purpose would be inconceivable.
