I think. When ever you keep getting this pop up message it probably means that there is a buying restriction on your account, an no there isn't a way to get rid of it unless it temp. But most of the time making a brand new account should work as accounts don't connect to one another. But if you still keep getting the same message then it has to be because of your card. But I still suggest to making a new account and trying.

If a person has more than one account ebay will know this and they apply any restrictions to all the accounts. They also frown on creating another account to get around restrictions.

I am having the same problem and no my account is not restricted or anything because I called CS and they said that my account is fine but the problem will not go away
