Question about fees and payouts

When I print my monthly report, I see my Basic Store Subscription Fee of $21.95 being taken out.  I also sometimes see a fee for "accrued selling costs."  The last one accrued selling cost I was charged was also $21.95.  Can  you tell me what that fee actually is please?
