Question about My Proceeds from a Sale

I was forced to change to eBay Managed Payments.  I sell items for $21.95.  Sometimes MY proceeds from a sale totals $18.90, but other times it may be as little as $18.63.  Does the fee that I pay differ due to the method of payment that the buyer chooses?  If not, why the difference?  I realize why shipping labels cost different amounts as it depends on how far the package has to travel, but the different amounts that are my payments have me stumped.  Thanks for any insight you can provide.

It's the buyer's State tax rate that results in different payouts for you.

You may be correct, but if so, then wouldn't that make ME paying the sales tax instead of the buyer?  When I buy something on eBay, I pay tax on it.  It's added to the cost of the item -- making my total to pay more than the purchase price.

You're being charged the final value fee on the buyer's entire payment, including shipping and sales tax. So since shipping varies, and sales tax varies, your FVF varies.
