Need to remove credit card I do not have on my account any more, it will not let me, I have $22.77 on this card I need to move to another card. NO one at E Bay will no E Mail me about this.

Are you a buyer who has had a purchase charged to an old credit card? If so, you can change your method of payment yourself by going to your ebay.com account and changing your payment preference. eBay cannot do that for you.
If $22.77 has already been charged to the wrong credit card, the payment will most likely be rejected. Has that happened already? eBay cannot transfer a charge from one credit card to another credit card. Keeping your payment method information up to date is your responsibility.

If the seller has not already shipped, ask if they can cancel the order and let you repurchase.
EBay won't do that for you, only the seller can cancel.

If indeed the OP had an inactive credit card attached to his/her eBay account, the payment would not even have been completed. It would have been rejected by the credit card company, so there would be nothing for a seller to refund.
In fact, I'm surprised the checkout system would even allow an inactive credit card to be used for a transaction. Any time I accidentally enter any credit card information incorrectly on an online purchase, I receive an error message immediately, and the payment process is not completed.
Maybe more detail from the OP is in order?

As for the $22.77, you will have to tell us whether the card is totally inactive or you just don't want to use it as your payment method anymore.
If the card is totally inactive, the payment would have been rejected when the transaction was being processed. If it's a card you still have, and that card account is still active, the charge will be debited to that card. eBay cannot move that charge from one card to another.

When you add a new card or payment method, add first as a new source and save, then go back in remove the old one.

Because often it will revert back to the old account number or sometimes will not let you take the old one out and replace it with the new one. I have found it easier to just add the new one then remove the old one. If the old was was marked as primary, the information can get stored in the cache memory, so might be good to clear that and browsing history.
