OK ebayers....this is weird...
I just started using Promoted Listings. My first three sales of this one items sold under promoted listings and I got charged my percentage fee and the promoted listing fee showed up in Managed Payments. Great.
My next two sales of the exact item from the same exact sale from the same promoted listing is not showing a promoted listing fee. I see my FVF in there and on the other three sales the promoted listing fee are separate entries in my Payments - All Transactions list.
If this makes any difference...the first three I sold on a Best Offer. The next one was a Best Offer and the last one was at full price.
I'm ok with not paying any more fees...I just don't want to get hit with $349 in fees six months from now because of a stupid ebay glitch.

The only think I can think of...Have you checked the Manage All Orders page and looked at the actual order to make sure the items were sold via the promoted listing? It will show like this if the item was sold via the promoted listing.

OK...one of the two finally showed up two days later....great....
I have a database where I keep track of all my expenses...this is going to be fun.

The only think I can think of...Have you checked the Manage All Orders page and looked at the actual order to make sure the items were sold via the promoted listing? It will show like this if the item was sold via the promoted listing.

@firesteel_surplus A couple thoughts in general on the use of Promoted Listings and Best Offer together.
I know @maxoptical has requested multiple times in the weekly chat to have visibility on offers to be able to see if they come from Promoted Listings or not as that may be a major determining factor in how flexible the seller can afford to be while "negotiating".
I was recently chatting with an eBay executive in the advertising department and suggested that additional visibility would be helpful and may even lead more sellers to use Promoted Listings in conjunction with Best Offer, which may also lead to more accepted offers/competed sales once sellers have better visibility to their total costs.
He thought it was a great suggestion, but said it may be a challenge technically because some attribution isn't determined real time and might be revised post-sale.
I'm not sure if that is what you are seeing, but just throwing it out there that it may be possible there was a delay in eBay determining those sales should be attributed to Promoted Listings and therefore the fee only shows up after it has been revised post-sale.
Previously this would have likely not been seen by sellers because those fees were on the 30 day invoicing cycle, which would have given eBay time to "catch up" on the attribution.
I hadn't even thought about it until reading your post, but the new process of collecting ad fees at time of sale could get even more messy/confusing if the Promoted Listings attribution isn't always real time.
That's going to complicate bookkeeping considerably 😲

Alrighty Mcdougle4248....that answered THAT question....now...and I am NOT complaining by any means...but why would just about all of my sales get hit with the promoted listing fee except for two sales? You are absolutely correct. Everything is showing sold via promoted listing except for those two sales.
BUT...acc756 brings up a very good observation in their post that further muddies the water.
In any case, I modified my database now to track promoted fees, so as they show up, I can add them.

That is exactly what I am doing...using Promoted Listing in conjunction with Best Offer. I lost my Top Rated Seller status due to covid sales in 2020 and I just phased back my store for a few months. Now I am starting to sell again. I've had more sales in the first three weeks in Jan 2021 than I had all year in 2020. Off to a great start. Now to get Top Rated Seller status back.
But anyway...back to the issue at hand. All I know is that I've had items sell via Promoted Listings that have not had the fee show up even though items before those two items and items after those two items that sold got the fees. I want to reiterate...I am NOT complaining. I'm just concerned that I am going to have oddball fees start showing up 30-60 days out and I'm going to wonder "What are these for?" (I know...I can reconcile them with the ebay sale...but still....)
Mcdougle4248 at least pointed out to me where it shows that it sold via promoted listings in Manage All Orders. Not sure how I missed that. Fairly obvious.
Guess I'll wait it out.

I use promoted listings on all my listings and it is crazy how random the sales are. I have never been able to figure out a pattern.
Just a curiosity question, do you download the Transaction report that is available under the Payments tab in Seller Hub? I am curious to know if the promoted listing fees show up on that report and if the fees are attributed to the specific sale (item) they go with? My promoted listing fees are still being invoiced and it would be nice to know what to expect once those fees start coming out at the time of the sale.

@firesteel_surplus @mcdougle4248 - for what it's worth, my contact went a little deeper on the attribution question and let me know that "The offline attribution happens within 3 days and is typically ~ 5% of the attributed conversions".
Again, not sure that is even in play with what you are seeing here, but it may be helpful just for general knowledge any way. 😊
I would also be interested to know if you are seeing the ad fees in the transaction report. I was pointed to the Listing Sales Report as the place for sellers to look for ad fees for reconciliation. I told him that the Listing Sales Report shows *listings* not individual transactions and that it is limited to the top 2000 sold listings, all of which makes it very unsuitable for bookkeeping purposes, especially for large high volume sellers because it may not even show everything.
I suggested to him that if it isn't already, it should be a separate column on the transaction report so sellers can see the exact fee per transaction. He's going to look into it, but it would be very helpful to confirm whether the ad fee is already showing in the transaction report or not.

Well...I can't get it downloaded. I get this message when I try to open the downloaded report:
401 Unauthorized: Temp URL invalid
I've tried to open it with LibreOffice Calc and Office Excel. Same message.
I haven't been able to figure out a pattern either.

It will show the ebay user id for the user it went to. I have since added a Promoted Listing ad fee AND a Ebay User ID field to my custom MS Access database I use to track my ebay sales.
As far as the report showing that...I don't know. I get that stupid error..I just tried again with a different date range on a different computer using a different version of Office (2013 vs 2019) Same thing.
Oh well...Another day in ebay paradise I guess. LOL

Thank you for responding. We are in the same boat today. There is a site wide eBay issue with Managed Payments reports throwing an error and not being able to download. eBay is aware of the problem but no timeline for a fix (that I have seen) yet.

I got the report run and it shows the exact same Promoted Listing Fees as my sold listings. It skips the two items that sold in the Promoted Listings. Dang...I hate drawing attention to myself...I just don't want this to keep getting bigger and bigger and then all of a sudden, ebay contacts me in 2087 and says I owe them a new jet in back fees.
I deleted all the columns I didn't need, got it sorted, then matched up the Ad Fee with the actual sale so that I KNEW everything was matched up. Interestingly...ebay uses the same Payout ID for the same date for all the Promoted Listing Ad Fees in that date. On Jan 26th, I had nine Promoted Listing Ad Fee Payout IDs with all the same ID numbers. On Jan 19th I had three.
So yeah...matches up.
