Problems with sending out adjusted invoices

I can't send out adjusted invoices with combined shipping when 2 or more items are purchased. I keep getting the same message for 2 weeks, that "our Server is down' I have contacted eBay twice about the issue with no help or no fixes. Been told both times that it will be passed on to a technician. One more thing, when did it get so hard to contact eBay for help, I used to be able to call and get someone relatively quick, now it takes someone I can't understand 90 minutes to call me.
