I signed up as a new seller. However, this screen appears every time I log in and enter the sales page. I linked it to Payonia's account, but why does this screen keep coming up? Please Tell me how. This situation has already been a week.

This is a US community. Our seller payments are different from yours. Since you are based in Korea, I would suggest that you try to contact eBay on social media:

That error message does not appear to be an eBay-generated message. Could it be a message from Payoneer's website?

Maybe you're trying to sell too soon. When you signed up to sell did you create a new Payoneer account and link that account? Or were you trying to link an existing Payoneer account? eBay says if you have an existing one to create a new one. After you link your account it takes 2-3 weeks to get an email from eBay saying you're you're all set. You can't sell until then.
