I can't pay for any orders by any credit cards, no matter which amount or item.

1. The payment details are correct.

2. Billing and shipping address matched to each other.

3. Buying from the local sellers.

4. No problem with the credit cards (using the same credit card on other online stores, all working good).

5. Contact the bank, they told me that there is not payment requests received from eBay at all.

6. Tried the different computers and browsers. 

7. Tried to contact eBay customer support many times. All I have got, "No issues on your account. Please wait for 24 hours and try again" absolutely unhelpful.  

Still can't pay

You're located in Australia...the seller may not ship to your country.  Lots of glitches on Ebay lately.  Maybe try later.  Good luck.

One more thing...this is Ebay.com, the US site...are you trying to purchase using dot com? You might want to log out and use your countries ebay site:

 

www.ebay.com.au

 

See if this makes a difference

You may think you are buying on www.ebay.com.au but currently you are not, you are in the community boards in eBay.com USA.

That is what the previous responder is trying to tell you. Log completely out of www.ebay.com and log into www.ebay.com.au

Being on the wrong website could be why you're having a  payment issue.

Yes, I read your post.  I didn't see anywhere in your post about that it was an Australian seller.  I clicked your feedback and noticed your were in Australia, you didn't post that either. You are posting your problem on ebay.com...the US site.  You need to log off and log back into Australia's ebay site.  I took the time to post it for you earlier.  Allow me to do it again since you're being so nice about it.  Have a nice day:

Originally I  trying to by from ebay.com.au website. 

So this is no matter for concern.

There is some other internal eBay issue
