If your card is declined call the number on the back of the card and ask them why. 

Have you tried to with pay PayPal? Try that.

Just had this happen to me and for what reason, eBay didn't tell me, BUT:

Call their help line (have them call you? not sure which option is available to you) and ask for their Managed Payments department.

Tell them what happened and ask if you're being blocked from making payments and if so, to unblock you.

I apparently got payment-blocked by eBay itself and the block triggered that same warning message.

Exactly why, I have no idea, but it took MULTIPLE PHONE CALLS to eBay and multiple chat sessions with my credit card companies to figure out that it was eBay reversing my transaction attempts behind the scenes.

After figuring that part out, I did some searching and came across this solution.

Trick is, when you call or message them, you have to directly ask for the Managed Payments team and explain the situation and see if they will unblock you (if you are in fact being blocked).
