This is the second time I've received this message while trying to buy an item. Based on other threads throughout this community I'm not the only one having this issue.
FWIW: Both my credit card company and paypal assure me that it's not on there end as there services work fine with other venders without problem and it clearly pinpoints to EBAY's end.

Problems checking out or paying generally fall into one of the following categories:
Temporary glitch -- try again later.
Browser issue -- try another browser. Try disabling your ad blocker on checkout pages or PayPal's sign in page. If using Firefox, try disabling Enhanced Tracking Protection.
Device issue -- try another device to rule out problems with a particular device or firewall.
Problem with the seller's eBay or PayPal account; in some cases the seller has not set up the account to accept payment from the buyer or from the buyer's location. Particularly the case when the seller is new to selling or located in another country than the buyer. Must be fixed by the seller.
Problem with the buyer's eBay or PayPal account; similar to problems with the seller's account. In some cases PayPal needs additional documentation or the accounts need to be linked or verified, or the buyer needs to create a PayPal account as there are limits to the number and amount of transactions that can be completed as a guest without registering. Must be fixed by the buyer.
Problem with a particular payment method or card -- in that case trying a different card, or switching between using PayPal or entering a credit card into eBay's checkout might help. Also worth trying to pay using a bank account tied to a PayPal account or a cash balance in a PayPal account.
Problems with PayPal involving minimum payments -- notably when total transaction is less than a dollar. In some cases, adding a donation or combining items may raise the cost above the minimum amount necessary.
Network issue -- problems that cause an "Access Denied" error message are often caused by a network blockage of one kind or another. As a temporary workaround, try completing checkout using a laptop or phone when not connected to the usual wifi network.
In some cases a problem with ebay.com can be avoided by checking out using the eBay app or checking out on ebay.ca instead. Be sure to check your Purchase History to see if you have already committed to purchasing an item before starting a new transaction to avoid buying the same item twice.

Call eBay managed payments line. eBay could have put a temporary block on being able to buy that specific item. I ran into this last week and I couldn't checkout with any payment type or even PayPal. I have 12 different payment cards and non worked. Even signed onto another machine that hasn't used eBay before as well as use the eBay app. I called eBay up and they lifted a block for that specific item.
I told eBay they need to change the message as no payment type would work and most buyers would simply leave and go to another site to buy the same item. Most sites would tell you what the exact issue is and not make you keep guessing but then again it is eBay. They never do anything right to start with.

Why is my card is not working to buy on eBay from you guys everything else work when I purchase something it keeps telling me check my payment details when I purchase you need to fix card so I can purchase things from eBay if not you will lose customers like that
