Why does eBay charge for on demand payouts when they still make you wait a day or two for them to process? All places that charge you to automatically transfer do it in mins after the moneys been paid. They have the best of both worlds. They get to hold the money and then charge to express it to your bank. Wonder how much interest they are making to hold onto something’s that’s not theirs. Also you can shop on eBay in mins after the moneys there but can’t transfer it. Sounds pretty greedy to me.

Is this your first Express Payout @christmastime365 ? The first one takes longer. After that first one it's supposed to be processed by eBay within 30 min.
See the note on the bottom of this page:

¹ Express payout fee applies to each payout to your debit card. Seller eligibility may vary. As a security precaution, initial payout to the debit card may be delayed up to 48 hours.

eBay are dirtbags. I had two nice orders a day apart for about $250 to me. And eBay put a hold on my account for 5 more days (7 total) saying irregular sales caused a review. I tell them Doing a good job and I get penalized? I had 5 bills to pay, now I have 5 late fees plus the damage to my credit. I called and called. Gave them crap so in reprocussion, they send me Another Hold demanding a copy of my id, a bill for utilities and 6 , and they want receipts from the Manufacturer for everything I sold.
I'm calling the San Jose Fraud division. We are Entitled to compensation and interest for monies owed to us and Not Paid in a Timely Manner. Just because they claim "it's policy" Does Not make it Legal.

Where is it in the user agreement that says sellers are entitled to interest?

Your agreement with Ebay provides them with a great deal of flexibility in deciding when to pay you. And that agreement is legal.
You are welcome to waste your time, that is not prevented by the agreement. Whether law enforcement allows you to waste their time is their decision.
