How and what sort of insurance, while ebay is holding the funds, will ebay have in place. In the event of bankruptcy or any chapter li legally speaking.

What is 6/30/21. Their contract? I think you may be confusing the contract between Ebay and PP for the spin off of PP. That contract ended June of last year, 2020.
In April of 2018 they entered into a 5 year contract that ensure that PP would support sellers not in MP and all buyers. IDK if they are going to negotiate another contract with PP, but it isn't time for that if they are going to do that. They wouldn't negotiate that for about another year since the current contract doesn't run out until 2023.

My understanding based someone else's (old post - don't make me find it), was that, year-end 2020 was extended to 6/30/21 when they agreed to go thru 2023.

Nope. I gave you a link to the article above. It started in April of 2018 when the contract for the split was still active.
I assure you that Ebay nor PP would want any extension of the split contract as there were serious restriction on Ebay which would not have allowed them to take MP as active as it is currently and there were restriction on PP that they are quite happy to be out from under too.
Again, I have no idea if they will negotiate another 5 year contract. It is a normal duration of a contract and it is also likely too soon for them to be negotiating it yet. We should know something more later next year one way or the other.

With that said, it doesn't change the fact of the link I previously provided you that Ebay and PP have a contract signed April 2018 and runs through 2023.
Ebay isn't going to voluntarily end its relationship with PP before everyone is in MP that can use PP [depends on the country]. And Ebay Motors will not be moving into MP and will remain as it is now for payment options.

The relevant portion of that is the current --- as in as of 2019. When I wrote that comment, that was the current end date of the contract at that time.

I answered that question on that thread in 2019 with the information available in 2019 ... her information that she gave in this thread is the most current information.
The link that she gave above states, in part:
eBay and PayPal today confirmed the signing of a previously-announced agreement to offer PayPal as a way to pay on eBay until July 2023. This new agreement builds on the payments partnership between the companies to make PayPal available as a payment option on eBay’s new intermediated payments model.
Note that the agreement being discussed (and linked) is about PayPal as a method of payment for buyers ... not about PayPal as a payment processor for sellers.
The Operating Agreement which required eBay to use PayPal as a payment processor (seller direct payment through PayPal) expired in July 2020.

eBay has repeatedly said that all sellers will be in Managed Payments by 2021.
As long as there are categories on eBay that cannot be handled through Managed Payments, they will allow sellers in those categories to use PayPal as their payment processor.
One category that is being eliminated (that could not be processed through MP) is the Adult category.
Effective July 15, 2021, the Adult Only category will no longer be available for new listings.

So that really only leaves Motors ... which, technically, is it's own entity with a different set of rules and regulations (and payment methods).
