I have been waiting for the payout to hit my account for a week. Buyer paid instantly for a device I sent immediately - a brand-new iPhone 13. Since then, the money has sat somewhere in the ether (in eBay’s bank account, no doubt).
I have been on the phone five times and been told five times that the money will be in my account by the next day. It has been “put through to technical support” three times, and they’re just giving me the total run around. I am not in a position to wait this long for money that is mine. It’s causing me stress and worry, and is absolutely disgusting behaviour on eBay’s part.

I'm sorry someone didn't try to help before now.
I don't know why the people you called told you that other than they are known to tell you anything to get you off the phone. The call center is operated by a third party. They read from scripts.
You haven't sold in 90 days so eBay may put you back on new seller status and hold the payment for 14-30 days before they release it. Have you been paid yet?

Thank you for your message. Yes, after call 8 I became all too aware that they are saying the same thing over and over.
Nowhere does it say anything about being on hold… it just says in progress. Is that normal? I still don’t have my money, and it’s been 2 weeks today. I’m on the verge of contacting the Ombudsman, and feel so upset and frustrated about the whole thing. I’m not in a position to wait for this money.

But the thing is, I’ve had positive feedback already. There is no reason whatsoever to hold the money. Besides them gaining interest on it of course.

eBay does NOT gain interest on your payout that is on hold. Show documentation that says this. In the link posted by lakefor94 it states :
Tip
If we place a hold on your funds, it will usually be resolved within 30 days, but in rare circumstances it may take longer. For most orders, adding tracking information can help you receive your funds faster. eBay does not earn interest on held funds.

The buyer received the item 15 days ago, and left positive feedback 14 days ago. I’m not sure what else they require.

I have called them over 10 times, and spoken on chat to eBay reps maybe 5 times. I have learned today that they are a third party company and have no real information to give me, but when one is kept entirely in the dark, it is normal to fear the worst and become suspicious.
I have never once been told by eBay that my payment is on hold. It says ‘in progress’, and I have been repeatedly told that it should have been released.

I read. It says 30 days. Issues can develop with any product including "new" phones. Especially phones as they suddenly can get bricked. Buyer has 30 days to file a return for Item Is Not As Described. The feedback would mean NOTHING, nada.
After you get your money from eBay, if the buyer used PayPal, they have 180 days to do a chargeback. Basically the same with a credit card. Sellers are not in the clear for 180 days in a lot of cases.

I'm completely agree its **bleep** and i won't be using eBay to sell anything else I'll switch back to Mercari to sell because I'll be damned if the buyer gets the card in a matter of days but I'm expected to wait 2 weeks new seller or not they should change their policy to match Mercari which is set up as soon as the buyer receives the item the seller receives the money bottom line. Ebay is already charging you fee's for selling on the platform but now you have to wait 2 weeks before getting your money its utter bull**bleep**.
