I don’t know why eBay exists to deal with Payoneer, I have over $6000 stuck in my account and can do nothing.
I sold 2 items on eBay and they send first payment to Payoneer then Payoneer hold my fund without any reason ( my account is 5 years old and verified), after 3 months of complaining they returned back to eBay, unfortunately eBay didn’t help me to choose another payout method or helped me to withdraw my fund even I can’t use my fund to buy from eBay.
I’m advising anyone dealing with this tow company’s to stop.
Payoneer is a scammer and eBay helping them.

You are making assumptions because you don't know why this is happening. There is a reason and it is because you are a new seller.
Ebay has had a rule for many years that pertains to New Seller and sellers that have been away from selling for 90+ days. The following is the policy that outlines why you money is likely on hold.

Paypal is the absolute worst since syncronicity took them over.
They switched my preferred way to pay to my checking account
without notifying me, then charged me $30 late fee for their 0%
funding scam when I scheduled the payment the next day.

Synchrony is a joke. I literally signed up for a "Sam's Club" card because it got me a special deal on tires, by signing up for Sam's Plus membership and getting their silly credit card. Well the credit card lowered my allowable charges from $400.00 to $100.00 (My yearly membership is $110.00). So every time it renews my membership amount, it sends me over the limit, and gets me dings on my credit. I called them and said, can you just raise the limit a little bit to handle the membership fee renewal? They said no, because I don't use the card enough! DUH - I use it only for membership renewals. UGGH... So after last membership renewal, I immediately paid it off. It took almost 4 months to get the ding off my credit rating. So I cancelled that card. Unbelievable.

Many things have changed on Payoneer. You must send them prior paperwork proving you a legal company. There cut done on the Fake Accounts that are scamming people using payoneer as a middle man. You can send them the paperwork or you can have them return the money

I've never had a significant problem with PayPal, but I know people who have. I think PayPal gets suspicious and pulls the plug if you suddenly do something much bigger than previous transactions, including multiple sales or fundraising that should be bringing money in. I'd never heard of Payoneer.

eBay sent your money to Payoneer and Payoneer held your money.
That was between you and Payoneer. eBay did their part. What reason did Payoneer give you? Payoneer has no reason withholding funds someone sends you.
Then you said after 3 months they returned the money back to eBay.
I really don't know why they did that. If eBay got the money back from a US seller's bank they turn the money over to unclaimed funds in the seller's state.

They did almost the same thing to me. I had a Care card for vet visits only, one that Care opened for me in the middle of the night when my dog had to go to the emergency vet. Great company. After my dog passed away years later, I learned Synchrony had bought out the company and after 6 months, they closed my account because I wasn't using the card often enough. I got a new puppy and called to get my card reinstated, and they turned me down. My credit is in the excellent range and I never missed a payment or paid late, I just didn't spend enough to suit Synchrony, and paid it off every month to avoid interest. Since then, I always check the issuing bank when I receive a card offer and I won't touch anything connected to Synchrony. And that includes both the eBay & PayPal credit cards. Synchrony is a bunch of greedy crooks, in my opinion.

I don't know where you live, but you can't change payment processing accounts. eBay's Managed Payments operates with just two payment processors, and the one you have to use depends on where you live.
As part of eMP, those of us in the U.S., UK, EU and other western countries have our payments processed through the Dutch company Adyen. However, Adyen does not serve Eastern or South Asian countries. Therefore, eBay contracted with Payoneer to process payments for those sellers. No one has a choice of processing companies, it's 100% dictated by your location.
I really don't understand the issue here. It doesn't make sense that Payoneer would send money "back" to eBay unless the customer filed a claim, and you failed to respond to it. Even so, the money would go back to the buyer, not to eBay, per se, unless you owed eBay fees. That, of course, is another possibility.
