Payments being rejected

When purchasing an item, my payment is being rejected through multiple sources. Anyone know who to contact? I owe no fees in arrear. I have tried multiple payment forms. TIA.

eBay accepts credit cards. Try a different browser, try paying through PayPal, contact your bank.

Did all of that - bank, debit, 2 credit cards, PayPal.  Bank said they are not receiving payment requests.
