You can still use PayPal to pay for items, as long as PayPal allows sending money from your country.

If you want to keep selling, then because you are in Israel, you will have to provide a Payoneer account for managed payments to deposit your money into.

I didn't see any requirement to have a credit card when signing up for Payoneer, but you will need to meet all their requirements. If you don't register for managed payments and provide a Payoneer account, then you will not be able to continue selling.
