A man ordered something from me and added a $300 gift card to the purchase and the payment went through but i wasn’t receiving the money until after i bought the gift card which i never did and then the order had to be cancelled and his money is still stuck on hold and i cant get a refund to be given.

It sounds like a scam. Never add gift cards to a transaction!

I'm betting 'his money' isn't stuck on hold at all. Have you looked in your PayPal account? You have nothing to refund if the buyer has paid nothing.
