Payment upon purchase

ebay is the only ecommerce platform I have used where the buyer can click 'buy now' or 'make offer' without immediately paying. This is basic shopping behaviour. When you buy, you pay. When you make offer, you pay upon acceptance. Why this altruism on ebay wherein a buyer can take almost a week to decide to complete the transaction?  With so many scammers on-line today, fixing this buying loophole would eliminate some of them.

If sellers set up their listings for immediate payment all Buy Now is paid immediate.

eBay is also working on and testing buyers paying for "offers" at acceptance.
