Resolved! Is Ebay refunding the 30 cent payment fee now?

I noticed two separate 30 cent deposits to my bank account from Ebay recently on items that were paid for but cancelled or returned. Is Ebay now returning that 30 cent fee that they and Paypal used to hold back?

Available Funds, but not really

I have available funds, but there is a red exclamation point with a message of no scheduled payouts. Have daily payout selected and got paid recently with no problem. Any help would be great
