Payment of ad fee for canceled order

The buyer paid for the product and immediately asked to cancel the order, I was charged about $40 for ad fee with Payoneer. Will these funds be returned to me or not? Has anyone experienced this?

When an order is cancelled the Promoted Listings Standard ad fee is credited to your account. Check this page to see if the transaction appears:
