Hello, I sold an item for $1350 subtotal putting it over the high value limit ebay has set. The funds were subsequently held for 30 days, June 7th.
Unfortunately the item was damaged in shipping, so the buyer and I agreed I would refund $750. Ebay had to step in and they initiated and completed the refund.
This puts me at 700$ for the order. What I don't understand is ebay took the $750 dollar refund from my available funds, which put me at -$750 dollars in my available funds.
The 1200$ for the order is still being held, with a release date of June 7th. Considering I have refunded $750, this puts the item below the high value threshold ebay has. Why wouldn't ebay either take the refund from the held funds, or release the held funds as the hold is no longer valid as the item value has changed.
Because of this, I have sold another item for $550 dollars but am still negative several hundred dollars in my available funds. I have to sell $350 more in seller profit just to get my account to 0$ for the available funds.
I am not concerned that on June 7th, ebay won't release the funds and everything will square up. I just don't understand why I am being hamstringed for 30 days due to a hold that doesn't make sense anymore.
I have spent hours conversing with CS to no avail, most don't even understand my grievance and think I am being unjust. Yet, every person I have spoken to in my circle, sees how ridiculous this is.
Am I wrong?

What I don't understand is why you didn't read Refunding buyers?
It CLEARLY says, "When you offer your buyer a refund, the amount will be paid from the total of your Available, Processing, and On hold funds. If you don't have enough to cover the cost of the refund, the amount will be paid from your linked checking account or an on-file payment method"
