The question is what are available payment methods for both selling and buying. 

The methods both of you said is only for selling. Payoneer is a payment processor not a payment method.

Buyers can pay with PayPal, PayPal Credit,  debit and credit cards, Discover, Amex. ApplePay and Google Pay. 

Paying with a Payoneer credit card is not a Payoneer payment,  it's a credit card payment. 

Sellers have no need to tell buyers what payments they accept. eBay automatically  puts the payments in your listing.

Does the seller get charged for credit card fees? Can I specify Pay pal only?

No. Ebay gets charged the credit card fees.  Not the seller.  Paypal is no longer a payment processor for Ebay.  You can pay with Paypal.  All payments go through managed payments,  So you won't know what the buyer chose to pay with. 

As long as they pay you that's what counts.

No, you may not say payment by PayPal only. The buyer can pay with debit and credit cards, Visa, Mastercard, Discover, Amex, ApplePay,  GooglePay, PayPal,  PayPal credit and spendable funds. You can't specify which payment they can use. In fact sellers have no clue what method the buyer pays with.
