I am very disappointed in ebay's shady tactics. A buyer had purchased an item from me and item was delivered by USPS. Buyer opens a claim (ebay holds my funds) and states they did not receive even though I provided proof of tracking and delivery to buyer's ebay address. eBay rules in my favor based tracking information and specifics provided by USPS to them. eBay release funds. One day later Buyer now attempts to dispute charge. So eBay once again holds my funds and asks me to provide a rebuttal/proof yet again. And now this transaction is in limbo with no updates or answers.
Ebay states that this is now out of their hands and in the hands of the financial institution, however this is THEIR platform and it is a case with eBay. How can eBay stand their twiddling their thumbs and say that. eBay has not asked the buyer to provide any proof or rebuttals nor are they letting me engage with the financial institution directly. Talk about double jeopardy. Anyone here have some tips or insight? I have asked to speak with a manager several times, but none has followed up with my and its been over 5 days. My seller rating is 1387 with 100% positive feedback if that matters.

you are now dealing with a charge back on the card they used.

I have had Ebay hold funds for disputes by financial institutions only a handful of times thankfully. In all of those instances Ebay released the funds after a period of time as I had provided the proper tracking information to back up the delivery. It happened the same way when we used PayPal so Ebay is no different.

Well, I hate to see this topic. I've not had a CC chargeback yet, and dread it when I do.
I understand that MP offers very little info to tie an eBay purchase to the seller... that the statements can be a bit confusing. (With that being said, it sounds like you have a funky buyer, but I digress...)
I suppose I'd reach out to the buyer and try to jog his/her memory... tell them that this chargeback claim is for the item that was delivered to them, and could they please cancel the claim from their end?
Beyond that, I don't know what I'd do. I hope that someone with knowledge comes along. Good luck.

This is possibly a case of shows delivered, but the buyer does not have the item, so with no satisfaction from eBay, off they go to the CCC.

There is nothing "shady". It's just how it works. Shady? They decided the eBay dispute in your favor based upon tracking.
As another posted, that's the way it works with a charge back . Out of eBay's hands, just as it was with PP. It's all up to the CCC to decide.
As you have "proof of delivery" you are "supposed to be covered" by eBay "seller protection" no matter what the CCC decides.

I’ve actually reached out to the buyer and invested hours with the post office trying to help the buyer. I’ve asked the buyer t also reach out and also possibly speak to their regular mailman if they have one. The buyer has not responded at all or taken any action on my advice. Only so much I can do when im
in FL and the buyer is in Cali.

I am sorry that you are in this unpleasant situation.
Please note that eBay are governed by laws and regulations like distance selling , consumer protection laws. These laws are not of their making and eBay must abide by these laws.
My understanding is that buyer opened an item not received ( INR) case which was closed without a refund to buyer.
Now buyer has opens a case with his Bank or credit/ debit card issuer.( This is referred to as Charge back).
This is now governed by financial services act and again eBay's and their manage payment partner has no choice but to hold funds till this is resolved.
You should provide a copy of label you used (You should be able to get a copy from eBay if you purchased label there) This provides evidence to third party that item was posted and delivered to address shown on order. It is possible that case is closed in your buyers favour and if you have done everything correctly then I would expect eBay to pay you out of their pocket.
Please remember that eBay is a selling platform and not a Bank and all payments go through clearing houses/ Banks and these are their rules and not eBay's.
eBay is not your enemy and behind the scene is working hard to resolve this in your favour.
Please try to be patient as these cases can take up to a month to resolve.

You just made my point.....if I’m covered by eBay seller protection based on my proof and having eBay side with me on the previous case, eBay should just release the funds. Its inevitable and just an example of ebay putting “process before people”.

I appreciate the sentiments. With eBay’s lack of informing or updating me on this it definitely leaves a bad taste in my mouth and I’ll for protecting the buyer. I just think when the buyer is unresponsive or unwilling to do anything on their end, I lose faith in the system. I just find it hard to believe that eBay is ok letting this go without a resolution for at least 90 days (their words). I mean unless the buyer changes USPS’ system, I wonder how the CCC would rule in their favor 🤷🏻♂️

eBay like many other businesses for reasons that are at least no clear to me do not disclose their limitations.
Communication or lack of it does not count against buyers or sellers as these businesses are governed by federal laws and then their industry standards laws which detail and define what documentary evidence must be provided by defendant which in this case is you ( This term does not meant or imply that you are a criminal) and I am using this only because burden of proof is squarely on you as payment was received by you. Frankly I find this law and requirement completely without merit but at present that is the law.
I am a seller like you and I am not here to defend or justify eBay's actions or lack of it and all I know is that in cases like your eBay can not do a thing to speed it up or make any decisions. I suspect eBay and their Manage payments processing partner is having to deal with millions of such cases daily.
In UK we have radio and TV ads by Banks and Credit card issuers advising people that they may be able to make a claim 180 days from date of purchase and words used are such that they creates an impression that card holder is almost guaranteed to win a claim. Card issuer is doing this so they can make a commission every time a credit card is used and dishonest or ill informed buyer thinks I can purchase and then make a claim.
I am sorry to go on but it is a minefield and very frustrating for honest sellers who get caught in this and could suffer from anxiety for weeks waiting for outcome of these cases.
In closing outcome is out of your hand and please try not to get too annoyed and upset as this will only cause you harm no one else.

So eBay has once again found this case in my favor as of 3/20 however funds have not been released. They say it may take another 24-72 hours before that happens. It's kind of funny that they froze the funds immediately after the case was opened, but the release of the funds are not instantaneous. Mind you these funds have been on hold since 2/27 dating back to the original case and eBay does nothing to compensate for the time. Imagine if this would have been thousands of dollars. I was going to sell some big ticket items on eBay in the coming weeks, but no more. After these funds are released, I will be deactivating my account. I really appreciated eBay's access to a wide array of buyers but between forcing me over to Managed Payments and this situation, I'd rather start over somewhere else or just sell locally. The fees are not worth the headache unfortunately. Thank you to all for your input. Best of luck to you all as well.
