Does anyone know if you can apply a Visa gift card towards a purchase and then use a credit card to pay for the remaining total?

You cannot. You can only apply one type of credit card formatted payment method to each purchase.
You can:
eBay Gift card + credit card
eBay Gift card + prepaid/gift credit card
You cannot:
2 credit cards
1 credit card + 1 gift/prepaid credit card
