I always pay things by visa for nearly 4 years,  but this time when trying to pay a camera viewfinder from US, the below message occurs :Please check your payment details or use a different payment option.

Can customer service fix the problem? I cannot pay by Paypal (historical reason)

Most likely it's either because the seller doesn't ship to your country, or they can only accept PayPal. Have you tried registering your card on eBay under Account>Payment Information>Payments?

If the seller is still using Pay Pal for payments, they could have their account set to block foreign transactions.

Contacted customer service and the guy said system auto detect and locked my visa.  He said he unlocked it and can be used again after 24 hours.

Does your seller ship to Sri Lanka?

If not, the seller may not be set up to accept payments from you.

The discussion you are responding to happened four months ago, and as the original poster was registered in Hong Kong, the fact that some sellers not already in managed payments could be blocking transactions originating in locations the seller does not ship to could very well have been relevant information, even if the ultimate issue turned out to be something else.
