Did you try another credit card or debit card?  Another reason might be that what ever you're trying to bid on or trying to buy,  that particular seller might not ship to your location/country.  I would double check.

Here is the link to eBay’s suggested process for dealing with nonpaying winners. 

Add the user to your Blocked Bidder List.

The only way to eliminate nonpaying winners is to list as fixed price (buy it now) and make sure to implement Immediate Payment Required. 

A bit of unsolicited advice. You are a new seller and probably have listing/selling limits. 
Although you have a store subscription for, let’s say, 250 free listings, your selling limits may be only 15 items. 
Check to be sure you’re not paying for something that costs you more than you can recover. Check your personal limits here.
