Partial refunds under manged payments

Can anyone tell me if I combine an order (for shipping)  and issue the buyer a partial refund will eBay now refund me the final value fee on the refunded amount? When pay-pal was handling the payments, ebay fees were not refunded. Hoping something good came out of the managed payments changeover.

I don't think so.  Can't hurt to try and find out.  You won't be any worse off, but you might want to consider the FVF amount when deciding how much to refund.

In speaking to eBay CS today was told when you issue a refund for shipping it is considered a "courtesy refund" and that any applicable amount of the FVF's would not be refunded. Strange when you consider if you refund in PayPal any fees are refunded immediately automatically. Unfortunately requesting buyers message prior to making a payment, if there is a possibility of combined shipping is wishful thinking in most cases.

Had this same issue.. was first immediately told my fee's would be refunded without issue... then went to do it, and they were not. Tech puts me on hold for 2 minutes.. comes back and does a complete 180 says partial refunds have never been covered on fee refunds. I pointed to the ToS where it says they are... a week later ebay amended the ToS. Welcome to 2020

They amended the ToS to reflect that they do not refund the fees they collected on the refunded amount?

I have been selling for almost 20 years, and ebay has never credited any portion of the FVF on a partial refund.

Paypal used to credit a portion of the 2.9% fee charged, but recently changed that to NO credit on any portion of a refund (even a full refund).
