How do I pay the seller when his paypal doesn't work,my money keeps coming back?

My vote is that the seller has not yet signed up for MP and the payment keeps bouncing back to the buyer because there is no account for it to be deposited into.

This has nothing to do with Serbia,PAYPAL does not work only for this seller who proposes a solution that I do not know how to implement ?

If you are buying something on eBay, you can use Pay-Pal to buy the item, but the seller can not receive the payment via Pay-Pal. They have to receive the payment through their Manage Pay account.
What salesman? If you found a number to call doing an online search, you have NOT contacted anyone at eBay.
eBay and Pay-Pal are not connected and have not been for a while.
Are you trying to use Pal-Pal to pay for something, not eBay? If that is the case, you need to contact Pay-Pal via their page.

I contact EBAY chat as well as PAYPAL chat and both operators told me that the problem with the account is with the seller and that everything is ok with my account .
Isn't the only thing that is clear to me what the seller is proposing to me?

PayPal does not process payments for eBay transactions anymore. eBay now uses Managed Payments to process the payments. All sellers were supposed to be transferred over to the new system by the end of last year (2021), so it should not matter if the seller's PayPal account is working or not. The seller's PayPal account should not be involved in any eBay transaction now.
What is the item number you bought, or are trying to buy?
There's a chance that the "seller" is really a scammer who is trying to cheat you, and get you to send money outside of eBay. We're trying to help you avoid that, or figure out what the real problem is, if it's not a scammer.

That sounds very suspicious. Did the seller try to get you to call a phone number, or use a link that he gave you to reach the "ebay call center"?

Yes, that is important.
The only way to be covered by the eBay Money Back Guarantee, is to make the payment by clicking on the Pay Now link on eBay, to go to the eBay checkout page. You can that from the listing page, or from your purchase history page.
Have you tried clicking on Pay Now and going to the Checkout page? What happened when you did that?
The seller's PayPal doesn't have anything to do with an eBay purchase. You have to pay through eBay.
You can choose to pay with your PayPal account if you want to, but you have to do that from the eBay checkout page, not anywhere else.

When I pay, the EBAY system tells me that I paid, but after a few minutes the money comes back and the system asks me to pay again and again !?

What is the seller's ID, or what item are you trying to buy?
I'm wondering if the seller has not been able to register for managed payments yet ... this isn't a typical problem, but that could be an issue.
We need to be able to look at the listing to figure out what might be going wrong.
