You may need to contact Payoneer, there may be issues within your own country. AFAIK I have seen no other posts about this to suggest it being a eBay issue.

Perhaps you should contact Payoneer.  Like the other replies here, this is mainly a US community forum and they don't use nor are familiar with Payoneer.  Good luck.
