Offering second bidder the item

I have a bidder that did not pay..  Ebay says there is an option to offer the second bidder the item.  I don't know how to do that?

"second chance offer" is not always an option.

Some bidders have opted out of getting second chance offers.

If you ever do send a second chance offer be sure to cancel the 1st sale as "buyer did not pay" before offering to another, as you could end up with two people paying.
