I have a bidder that did not pay.. Ebay says there is an option to offer the second bidder the item. I don't know how to do that?

I have had the same item for bid this month. It gets a good bid, then the bidder doesn't pay! The first one I canceled after 4 days as recommended and after two attempts to contact the bidder. Now it has happened again. I am on the 3rd day and waitin...
