Twice now and purchaser/auction winning who had the high bid had not paid (I canceled the first listing and then relisted it). Can I cancel this bidders winning bid and offer the item to the second highest bidder to see if they would like to purchase at their lesser bid amount?

Cancel after 4 days of no payment so you don't get charged the final value fees.
Then, relist, Buy It Now Immediate Payment Required...since so many buyers treat eBay Auctions as the Donkey Kong of the 2020s....

When a buyer fails to pay for a purchase, your first step should be adding them to your blocked buyer list.
This should not happen twice with the same buyer.

But even before adding that buyer to your BBL, you need to cancel, citing "buyer did not pay" as the reason.
