I am a part time individual seller and not a business person who sells lists personal property on ebay and am concerned that under the new payment system Ebay can automatically refund a buyer and deduct the money from my bank account when the account balance is less than the refunded amount thus allowing the bank to charge my account overdraft fees. Any advice from current sellers in a similar situation?

they will after a month of so take money out of your account . But only after they have stepped in and ruled the buyer is due a refund and you received your item back. I would suggest to have enough funds in your bank account to cover this.

Yes, eBay can deduct money from your bank account whether there's enough funds there to cover it or not.
I think that for a refund, for example, they will take funds from your 'Pending' payouts first and only withdraw from your checking (if still needed) after 14 days.
So it's not immediately done, even though it's 'automatic'. You'll have notice before such withdrawal. I agree with @hebri73... I would suggest to have enough funds in your bank account to cover this. Good luck.

Just keep a baseline amount of money in the account at all times to cover any incidental charges like that. I always, always keep at least $200 in my online selling checking account to cover any potential returns that I may get. That's something you need to do if you're selling anywhere online.
