You can if your bank allows foreign transactions. If your card isn't accepted 

 have you tried calling your bank to see why they're blocking the payment? Your government reported that at times some banks in Sri Lanka will be limiting foreign transactions.

Yes, If the bank allows to use it for Foreign currency payments, you can use it on eBay to purchase items.
