Hi, I have spoken 2x wirh customer support, who have been unable to fix the issue of failing payouts. I have been attempting to get paid now for weeks.
The correct address is listed, the name is the same, (this is information I got from seller help, not ebay cso) everything is correct.
Who do I contact to get this resolved? This is ridiculous. In 2004, ebay had better customer service than today.

In early 2020 eBay had better CS than they do now. Then they laid off a bunch due to the pandemic, just as they were rolling out Managed Payments to thousands. Other than that, it has been reported that it can take several weeks to get this type of problem fixed. All you can do is keep requesting call backs until you get a CS rep that knows what they are doing.

I'm right there with you. After so much wasted time between my bank and ebay, still no payments since enrollment (January 19). I finally spoke to an ebay person, and she provided reference numbers that were supposed to confirm the bank deposits. Well, of course, the bank never heard of these reference numbers. (pulling hair out)
Debating whether or not to put my account on "time out" until things are fixed.
