eBay is holding my money hostage! I NEVER completed the required forms for the transition to their new ‘managed payments’. Imagine my surprise when my sales went through their system rather than through PayPal! Now eBay will not give me MY money unless I complete the signup. I discussed the matter with an eBay representative and they refused to resolve this issue! According to the representative, I cannot transfer the money to my bank (“Failed payout” banner), I cannot use the monies as credit to purchase items on eBay, I cannot have the funds deposited into my PayPal account (still active), and finally I cannot even close my eBay account and receive a check. I think this is a legal issue! If I did not submit the necessary forms, then I did not agree to the terms associated with their new payment system. They want more information than I am willing to provide, specifically my SS#. eBay is NOT a bank, it is a selling platform! Why would I divulge such sensitive information to sell a few old T-shirts?? HELP!

If you do not follow through with the setup process your money will go into escheatment per your state's unclaimed funds process. (As explained to me by an eBay rep earlier this week)
I just signed up for MP this week and stopped ALL listings until I was able to get the errors resolved with the new bank account. After uploading the recommended letter from the bank AND removing my middle initial from the eBay setup (it was in there twice!) I got the green flag and all error messages went away. Not until then was I comfortable with offering anything for sale.
I'm sure this isn't what you wanted to hear but folks on these boards sincerely want to help. They helped me get my account set up and I'll turn to them again if there are any snags with the first payout.
