I'm at a loss what to do here. I can't get past the adding a credit card part because no matter what card I use, it constantly tells me that the billing address doesn't match. My billing address is correct and I've tried multiple cards (I think around 7) including my dad's cards. All of them give me the same error. Messaging eBay resulted in a very useless answer.
What can I do to complete this step?

I'm assuming you and the OP have sucessfully linked a Payoneer account to eBay.
Lithuania and Japan (where the OP is registered), have to link a Payoneer account for Managed payments payouts. After you successfully link a Payoneer account then you need to add a payment method for seller fees that aren't taken from your payouts.

I can't find an option to link a bank account. It only asks me for credit card and it won't accept my credit card.

Right. But the issue is eBay keeps telling me that my billing address doesn't match my card. But it does. And there are no other payment options I can add.

Information has to be exact.
If your billing infomation is
John Jones 123 Maple Street, then
J. Jones 123 Maple St. is not a match.
Look for these small discrepencies when setting up.
If this is not helpful, reach out to eBay for Business on Facebook. They are the best chance at resolution.
It may take them a few days to get back to you. Don't post personal information until they open a conversation with you.

Unfortunately my credit card company doesn't have enough fields for international addresses but whatever information I have on there, it is an exact match on eBay. And if eBay is THAT picky over it... then well... thanks eBay for the eff you. It wasn't necessary.

I just found out the reason for this problem...
First of all, Managed Payment ONLY accepts settling selling costs by credit/deibt card issued by country SAME as where you registered your ebay account. Meaning if you are registered in Japan, your credit/debit card has to be a Japanese card.
And then, your card billing address also will have to be in a country same as your card meaning it has to be a Japanese address -- even though you bank accepts addresses of any other countries.
So even though you do have a valid bank account that eBay was able to withdraw money from, or even though you were selling on USA ebay, or even though eBay DO accept international credit cards as a buyer, apparently they DON'T take international cards when you pay for selling costs. You just can't use USA cards when you sell on USA ebay.
I guess they don't want anyone to pretend living in a country and earn the selling benefits of that country.

same happened to me ! I’ve tried multiple credit cards , but I just realized that you can set your new payment method when you make a purchase at checkout , eBay will save your card details and done , ready to buy 🙂

What about if I'm trying to sell? If that's the only way to get my credit card added, I guess I don't mind buying something cheap off of eBay as work around.
