I think I may have got my 'account restricted' your payments are on hold problem fixed. I'm sharing the how I got it done for everyone else. I searched these boards and nobody tells you how to do it. After being stressed out for over a month and ebay holding my money hopefully this will come to an end. Here is what I had to do. (United States seller)
- They want a clear photo of your drivers license front and back, clear with all four corners.
- Whatever bank account you have with your account, even though you had the same account working forever, you have to get a new one.
- You have to add the new bank to your account and delete the old one.
- I forgot how I did this, but you have to log into the new bank on the ebay payments page so that ebay sees it.
- Now for the really bad news. The money that they have and are holding, will not be released until 30 days after the transaction occurred. After they verify the new bank you will get payments on it moving forward, but the money held isn't coming to you so quickly.
You have to chat online with someone from the payments department. The other reps will say "Please hold 2-3 minutes while I look into this. Then they will say your money will be released in 28-48 hours" and it won't. Follow my steps and you will be good

Yes when MP asks for additional information, sometimes they will hold funds until you submit the document[s] and they get them verified.
You do NOT have to get a new bank account. The requirement is that it must be a Checking Account. If you don't have one, then yes you will need to get a new account. They will not let any other type of account to be attached to MP.
Adding or correcting your bank account is far easier than what you did. Go to your Seller Hub. Hover over the Payment Tab. A drop down menu will appear, select the last option on the menu called Payout Settings.
If your money is being held for 30 days, they have a specific reason for doing that. It is not part of the normal MP process at all. Most of us do not have holds on our funds. So you may want to look into this a bit more as there is some specific reason they are doing this on your account.

I've been working with Adyen (Here it's under Managed Payments title) and ONLY ebay puts holds on the payments. Adyen releases the funds to the sites right after the payments are complete so the site can distribute the money after that. This is a fact both in print and in action.
Do they have just reasons? Maybe THAT'S the question. But does ebay hold funds? Yup! For sure.

I'm not sure it was every an issue or question of who places the holds on funds. Just as they did when PayPal was the money processor, it is Ebay that makes that determination.
